It’s Time to Move Beyond Rankings

The following is a guest post by Ellen Hazelkorn, vice president for research and enterprise and head of the Higher Education Policy Research Unit at the Dublin Institute of Technology. As I watch the deluge of press releases and media reports reacting to the latest rankings, I am reaching the point of despair. At a superficial level, we can all join in the ridiculous state-of-affairs as governments and universities vie with each other to promote their institutions and—in reality—their country as a place worthy of investment and talent recruitment. But there are more insidious currents at work.

A confluence of factors has heightened policy, public and student interest in higher education—at the organizational level, and also at the level of the individual faculty member and student. In the post global financial crisis world, calls for greater accountability and transparency are driving change across systems and institutions, in academic contracts, in service-level agreements with students, and with society at large. While higher education yearned for the time it would head the policy agenda, it probably never anticipated the intensity of scrutiny that would follow.

But, the growing influence and power of global rankings over higher education has reached the point that bears little relationship to calls for greater transparency and accountability. Indeed, despite amendments to their methodology, rankings have nothing to do with measuring quality—as opposed to wealth and reputation. Because a so-called world-class university is estimated to have an annual budget of $2-billion, governments are busy effectively buying themselves into the ‘new world order.” This explains some of the quite remarkable changes up and down the rankings scale, as well as the broad structural make-up of the Top 100 or Top 400.

At the same time, the rationale for annual publication of rankings can only be driven by commercial interests aiming to extend their publishing remit beyond their traditional customers. Similarly, Thomson Reuters’ Global Institutional Profiles project seeks to cleverly extend its market share of the rapidly-expanding and lucrative knowledge intelligence business. This involves universities freely supplying institutional data that is then monetized into various products. No one can begrudge commercial interests acting in their own self-interest. But governments are elected to represent the public interest.

Governments have responded to rankings in various ways. Many countries—as I’ve reported before—have used rankings to spearhead profound restructuring of their higher-education systems in the belief that the world-class research university represents the panacea for success in the global economy. France’s determination to establish its own “Ivy League” is the latest in a long line of policy maneuvers that are choosing to reward the achievements of elites and flagship institutions rather than improve the capacity and quality of the whole system.

There has also been a proliferation of national rankings, with many countries using rankings to assess and differentiate its higher education system—often with the help of the ranking organizations themselves. Southeast Europe and African nations have used rankings as a guide for investment levels and to set threshold standards. Arab countries have sought to establish a counter-ranking to better represent its unique educational perspective and purpose. The European Union (EU) has done likewise.

Angered by the way global rankings have ignored the diversity of institutions, downgraded teaching, and underestimated Europe’s research, the EU has sponsored the development of U-Multirank as the alternative global ranking. Addressing many criticisms of rankings, it uses techniques developed by the Centre for Higher Education (CHE) in Germany for the latter’s own ranking. Thus, U-Multirank is user-driven, multidimensional, multilevel and peer-group comparable. It calls itself a ranking, but proposes to band institutions rather than produce a league table.

The feasibility stage has just been completed, and the EU has sufficient confidence in U-Multirank that its latest communication last month, entitled “Supporting growth and jobs—an agenda for the modernization of Europe’s higher education system,” has announced Phase II with a launch sometime in 2013. Their objectives are both ambitious and laudable.

But, as with any new initiative, there are teething problems, inter alia: 1) Despite going beyond existing rankings, the choice of indicators remains problematic, and the absence of meaningful internationally comparative data means it suffers from many of the same problems afflicting other rankings; 2) U-Multirank aims to overcome the problem of measuring teaching quality/student performance by including data from the OECD Assessment of Higher Education Learning Outcomes (AHELO) project, which seeks to evaluate “what students in higher education know and can do upon graduation”; that project is also in early stage of development; and 3) The feasibility stage failed to garner sufficient global recognition, and for the moment, it is primarily a European instrument.

These challenges indicate that in the short or medium term, U-Multirank will be unable to counter the influence of global rankings.

It is, therefore, time for international organizations to take a stand—because I don’t believe individual countries or institutions can act unilaterally. Admittedly, governments have been at fault for failing to exercise the same due diligence they require of any other significant investment. But, realigning policies to conform to indicators, produced by others for commercial or other reasons, represents an abdication of national sovereignty.

Therefore:

International organizations, such as UNESCO, OECD, World Bank, and EU, should come together to Say No to Rankings as the basis for policy making, and caution stakeholders accordingly. In the same way that governments issue “health warnings” against (for example) cigarettes, an unequivocal public campaign should be waged pointing out to governments the dangers of using rankings for such purposes.
The EU should make an equally bold statement and reframe U-Multirank as a Benchmarking Tool. In this way, it will be formalizing its purpose as a tool to “help students make informed choices” and “support policy makers in their strategic choices.” This would be a shrewd move enabling the EU to retake the political advantage.

Rankings have helped catapult higher-education up the policy agenda. But, using them as the basis for decision making, at the national or institutional level, is leading to perverse and unintended consequences, with long-term implications for society. The time has now come for leadership.

A Japan/World Bank Scholarship

The Joint Japan/World Bank Graduate Scholarship Program (JJ/WBGSP), in partnership with the MPA/ID Program, awards eight scholarships per year to citizens of World Bank member borrower countries. These scholarships provide full tuition, a stipend of approximately $1500 per month, and round trip airfare. Scholarship recipients are required to return to their home country or to another developing country after they graduate. Scholarship recipients are ineligible for employment at the World Bank Group for a period of three years after graduation.

To apply for the JJ/WBGSP through this partnership program, you must first apply for admission to the MPA/ID program.

Since the MPA/ID program has a partnership relationship with the JJ/WBGSP, it is not necessary for MPA/ID applicants to apply to the JJ/WBGSP under the regular program. The MPA/ID Program will submit the names of admitted candidates who meet the scholarship eligibility requirements directly to the JJ/WBGSP Secretariat. In order to be considered for the scholarship, applicants to the MPA/ID Program should complete a Statement of Eligibility and submit it to the MPA/ID office at the time of application.

To be eligible for the JJ/WBGSP, applicants must meet the following criteria:

Be a citizen of a World Bank borrowing member country.
Not be a citizen, national, or permanent resident of any industrialized country and not hold dual citizenship with any industrialized country.
Have a minimum of two years (preferably four to five years) of recent full-time professional experience in your home country or in another developing country after receiving a university degree.
Currently work in a development-related field in a developing or transition country.
Have no close relative who is an Executive Director, an alternate, a consultant, or staff member of the World Bank Group.

Steps to apply to the JJ/WBGSP partnership program:

Apply to the MPA/ID Program.
Complete your Statement of Eligibility.
Fax or email your Statement of Eligibility form to the MPA/ID Office (contact information included on the form).

Global Development and Peace Careers

Since the program’s inception in 2008, graduates have matriculated into careers with federal agencies and at major international non-governmental organizations (INGOs).

Program of Study

The Master’s in Global Development and Peace requires students to complete 36 credits and it includes an internship, a graduate tutorial and a Master’s thesis. Most classes are conducted in a seminar style setting and student presentations and simulations are essential pedagogical dimensions of the program.

The program typically takes two years for full-time students to complete. Students are required to have completed at least two years of university study in a second language in addition to English or must demonstrate competency at that level prior to completion of the program.

Libyan Student J1 Visa Regulations Relaxed

The US State Department has just relaxed the regulations for Libyan J1 students who are currently studying in the USA at college or university – and is permitting them to work full or part time, on or off campus. The temporary measure came into effect on June 10th and will run until the end of the year to December 31st 2011.

The growing unrest in Libyan over the past few months has mean that many Libyan students, who rely on money from their home country, have been left stranded. Funds have dried up for many students, as family and friends are no longer able to send money overseas, so this new temporary regulation is designed to assist students until things settle down in the home country.

Any students who are affected by this should contact their international student office immediately for more information and to arrange full or part time employment. Students will also be allowed to reduce their course load to compensate the extra work without falling out of status. Please note, however, this temporary measure does not apply to Federal Work Study programs, only those students studying.

U.S. Broadens Job Prospects for Foreign Grads in Science Fields.

Foreign students studying at U.S. universities have traditionally had a year after graduation in which to find a job, allowing them to live and work in the United States. Three years ago, the U.S. Department of Homeland Security (DHS) changed immigration rules to stretch this window of time from 12 to 29 months for students graduating in certain areas of science, technology, engineering, and mathematics.

Last week, DHS announced that it was expanding the list of disciplines eligible for the extension. The revised list adds fields such as neuroscience, marine science, environmental science, pharmaceutics and drug design, and education research. It also greatly expands its listings within the agricultural sciences and psychology. The decision follows a yearlong review of requests from businesses and academia to add new fields, says Gillian Christensen, a spokesperson for DHS’s Immigration and Customs Enforcement.

The change is expected to allow a greater number of International students to seek opportunities at a time when jobs are hard to come by. It is also intended to help U.S. businesses. By expanding the list, “the Obama administration is helping to address shortages in certain high tech sectors of talented scientists and technology experts,” says a statement from DHS.

Opponents of expanding high-tech immigration see the development as yet another blow for U.S.-born students and workers. That’s because native-born job applicants in the newly added fields will now face increased competition for employment in an already tough economy, says Jack Martin of the Federation for American Immigration Reform in Washington, D.C. The extension will “exacerbate” the problems that American workers already face on account of the H-1B program, he predicts.

Useful Words and Phrases

Academic Advisor: A faculty member assigned to a student to offer information, guidance, and advice throughout the student's academic program.

Add or drop a course: Add - to enroll in a course that you had not originally planned on taking. Drop - to withdraw from a course in which you were enrolled.

Alumnus: A graduate or former student of a school, college, or university.

BA: Bachelor of Arts degree.

BS: Bachelor of Science degree.

Collect Call: A telephone call in which the charges are paid by the recipient of the call rather than the person who makes the call.

Cut: To purposely be absent from a class (as in “to cut a class”).

Department of Homeland Security (DHS): Newly-created department of U.S. Federal Government that oversees U.S. Customs and Immigration Services (USCIS), as well as other government agencies.

Elective: A course that provides credits towards your degree but does not fulfill any specific degree requirement.

Graduate Record Examination (GRE): Standardized exam required for admission for Antioch University New England PsyD program.

Higher Education: Formal education beyond the level of high school (secondary level), including bachelor's, master's and doctoral programs.

Immigration and Naturalization Services (INS): The former U.S. government department most commonly involved in immigration matters which are now handled mostly by the BCIS. The INS processed immigration documents, issued some types of work authorizations, and provided general assistance to immigrants and non-immigrants.

Internal Revenue Service (IRS): The U.S. government office that oversees federal income taxes.

International Student Advisor: A designated school official who handles specific concerns of international students.

MA: Master of Arts degree.

Major: A student's primary field of study.

MS: Master of Science degree.

On- or Off- Campus: On-campus - situated on our campus. Off-campus - situated in the area surrounding the campus.

PhD: Doctor of Philosophy; an advanced degree awarded for many fields in the humanities.

Psy.D: Doctor of Psychology; an advanced practice-oriented psychology degree.

Registrar: The university official in charge of students' academic records, including registration, enrollment, transcripts and grades.

Semester: A period of time that encompasses approximately half of the academic year. Fall semester is approximately September through December; spring semester is approximately January through May/June.

SEVIS (Student & Exchange Visitor Information System): An Internet-based system that maintains accurate and current information on non-immigrant students, exchange visitors, and their dependents. SEVIS enables schools and program sponsors to transmit electronic information and event notifications, via the Internet, to the ICE and Department of State (DOS) throughout a student or exchange visitor’s stay in the United States. The system will reflect international student or exchange visitor status changes such as admission at Port of Entry (POE), change of address, change in program of study, and other details.

Skim: To quickly read something in order to get its general idea.

Social Security Number: A number assigned by the Social Security Administration that is frequently used as a personal identification number in the United States.

Syllabus: A summary of the contents of a course, including assignments and the dates of tests and assignments due. Test of English As a Second Language: A standardized test to measure English ability for non-native speakers, usually required for university admission in the United States.

Transcript: An official document produced by the university registrar's office that provides information on a student's courses, grades, and academic standing.

Department of Homeland Services (DHS). Replaces administrative and management.

U.S. Citizenship and Immigration Services (USCIS): An agency within the Department of Homeland Security (DHS), which replaces various administrative and management functions and resources once in the former Immigration and Naturalization Service.

Budgeting for Your Peace of Mind

Are your finances keeping you up at night? You’re not alone. Almost three-quarters of adults say money has them feeling stressed, according to the American Psychological Association. That’s not surprising, especially in today’s economy with skyrocketing energy and food costs, tepid investment performance, and rising unemployment rates.

The remedy? Tackle that tension with a budget. If the mere mention of the “B” word raises your blood pressure, take a deep breath and consider this: Budgeting is simply a way to make sure you have enough money to reach your goals.

A budget isn’t constricting. It sets you free. When you have a plan, know how much money you have and where it’s going, you don’t have to worry about it. Knowledge really is power.

Here are the five basic steps to building a budget that will put your mind at ease. It’ll take a bit of time and effort, but it’s worth it.

Take inventory

Before you can make a plan, you need to know how much money you have and where you spend it.

For at least one month, track all your expenses. And not just the biggies like your rent payment and grocery bill. Make a note of smaller purchases, too, especially cash purchases that may not show up on your bank or credit card statement. You can carry a small notebook to jot them down, or collect all your receipts and toss them in a shoebox to sort through once a week.

You should also make note of large annual expenses, even if they don’t happen to fall in the month you’re tracking. For example, if you usually pay $600 every six months for car insurance, jot down $100 this month for that cost.

Make a diagnosis

At the end of the month, examine your spending habits and look for red flags. Organizing your purchases into categories—such as housing, transportation, clothing, entertainment, food, dining out, etc.—will help.

This exercise can be eye opening. You may find that you are spending almost as much on “quick trips” to the grocery store each month, for example, as on your main weekly shopping trip. You may discover you’ve been spending too much time at the coffee shop, or that you didn’t save a single penny for a rainy day.

(Or you may find that your finances are doing just fine and that you had no reason to worry. Good for you.)

Keep your eyes on the prize

What are your financial goals? Perhaps you’d like to get out of debt, buy a new car, take a vacation or simply stop living paycheck to paycheck. If you have a specific goal, you know there will be a reward for taking the time to create—and follow—a budget.

Cut costs and boost income

This isn’t so painful when you stay focused on your goal. Look at the problem areas you identified in step two and find ways to fix them. For example, if you found that dining out was eating away too much money, take your lunch to work instead of eating at restaurants. That act alone could save about $100 a month.

That’s money you can use to pay down debt, save toward something you want, or use as a cushion for rising gas and food costs. Almost everyone has fat they can cut from their spending look up for simple ways to trim thousands of dollars of dollars on food, utilities, entertainment, investing and more.

One problem you may need to address: You simply need more money. Start by checking your tax withholding. If you receive a tax refund every year (and most of you do), file a new W-4 form with your employer to get you more money each month instead of in one big chunk when you file your tax return.

If your expenses and goals dramatically exceed your income, you may need to take more drastic action. For example, getting a part-time job on nights or weekends, selling your car and using public transportation, getting a roommate to cover housing costs, moving to a cheaper city, or even moving back in with Mom and Dad. Again, remind yourself of your goal to motivate yourself to do the right thing. Sacrifices today can add up to big rewards tomorrow.

Stick with the plan

There’s more than one way to budget. Some people choose to do all their spending with a debit card so they can monitor their spending through their online bank statements. Others go the opposite route and stick strictly with cash. They put fixed amounts of money into envelopes for each spending category, and when the money’s gone for the month, no more spending.

You could even join an online community to track your expenses and get feedback and support from other users. Or put your goals on autopilot—arranging with your bank to make automatic contributions from your checking account to your savings or investments each month.( See our 10 Sneaky ways to budget next posting for more tips.)

The key is to make your budget personal. Find a method that works for you, and consistently monitor your progress. You’ll soon find your stress replaced by confidence—and you’ll rest easier, too.

I have never heard about this university!!

International students and their families sometimes wrongly assume that if they haven't heard about a college or university, it must be a bad university. That is like saying if you have not heard about a city somewhere in the world, it must be a terrible city. The United States has close to 3500 colleges and universities. Even people born and brought up in the US often don't know or have not heard about all the 3500 institutions. It doesn't mean they are bad or not worth getting to know. It simply means YOU have not heard about it.

London, Paris, New York and a few other cities in this league are like Harvard, Yale, Princeton, and MIT. Everyone (almost everyone) has heard about these cities and these institutions. But there are many great places in the world (that is why travel magazines sell so well!) that no one has heard about and yet are great treasures. This is true for universities as well.

Advice: Don't disregard a university because you have not heard about it. Research it and then decide what you want to do! The most important lesson for those interested in study abroad is to keep an open mind!

College and University ?

“College” and “university” mean the same thing in the United States. For example, there is a Boston College and a Boston University, and they are two different institutions. Both offer Bachelor’s Degrees and both offer Master’s Degrees, and both are very competitive with their admissions standards. The major differences are that colleges tend to be private and not all of them offer graduate degrees. Universities are normally larger and most do offer graduate degrees. If the school has word “state” in the title, then you also know that is very likely to be a “public” institution.

There are also Community Colleges or Junior Colleges. These institutions offer Associate Degrees, which are two-year degrees, and the tuition is generally cheaper that a college or university, but some community colleges do not offer on-campus housing. Community colleges are normally public institutions, while junior colleges might be public or private.

Two important things to remember about this information:

1. There is no difference in quality between attending a “public” institution, and attending a “private” institution. They both offer a variety of degrees and they both offer necessary and required student services. Private or public really just indicates where the majority of funding is coming from to operate the school. Public schools do get some of their funding from the government and tax payers ( Contribuable) , so they are normally able to charge a lower tuition, while private schools depend on tuition for a large part of their income so their tuition is slightly higher for resident students. International students usually pay the same rates as non resident students or higher at both Universities ( private or Public)

2. Most students that attend a community college or junior college will transfer after year one or year two to a university to finish a bachelor’s degree. Most careers require at least a bachelor’s degree, but there are some technical careers where an associate’s degree provides sufficient training and education.

Applying for UK visa

Applying for UK visa.

This information is issued for guidance purposes only and should not be considered to replace any information issued by your local British UK Border Agency (UKBA).

It is a requirement of the UK Immigration Authorities that citizens of a number of countries must hold a visa to study full time in the UK. We advise all students to contact their nearest British Embassy or Consulate to determine whether they fall into this category. If a visa is required a student should not travel to the UK in order to begin his or her course without first obtaining the necessary pre-entry clearance.

Substancial changes have been implemented to the processes and procedures for international students requiring visas. The Points Based System (PBS) is a new immigration scheme that consists of 5 tiers, which allow visa nationals to study and work in the United Kingdom. Student Visas fall under Tier 4.

Our schools in London have received an A-rating from the UK Border Agency (UKBA), and the School now appears on the published Register of Sponsors, which can be found at:

You will find the Register of Sponsors as a pdf under ‘Related Documents’ on the right hand side of the web page.

Being an A-rated sponsor means that our Schools have complied with all the UKBA regulations, and that the School is recognised by the Home Office as a legitimate education institution offerring qualifications that are valid in the UK. As a result of this, Our schools are permitted to sponsor students to study at the School in the UK.

According to new rules, all students who need visas will have to obtain 40 points: 30 points for doing a course at our schools in London, which is provided on a visa letter, and 10 points for having the financial resources to cover tuition fees and living expenses (maintenance) for up to a year. It is important to show bank statements with available resources that have been in your account for at least 28 days before you submit your visa application.

Once you have been accepted to begin a course in one of our schools in London, we will notify you to contact the nearest visa application office and prepare you in order to:

Determine whether a visa is required.
Find out if applications can be made by post, online or must be made in person.
Find out if you are required to have medical clearance as part of the visa application process.

If applications can be made by post, you will be sent an application form and a list of documents that you are required to send in support of your application. However, it is very common that when applying for a study visa a personal interview is required. If this is the case we will advise you to arrange your appointment at least several weeks (earlier if possible) ahead of your proposed start date in London. Many visa offices have large numbers of visa applications and these can take time to process.

When applying for a visa you will be asked for some or all of the following documents and we advise that you go prepared with all of these to save time and the need for a return visit:

Passport
Passport photos
Visa application fee amount will be advised by your local office
The following letters from our University partner or our schools in London confirming your admission: Step 1: application received; Step 2: letter of acceptance; Step 3: confirmation of place and receipt; Step 4: visa support letter
Proof that you have paid your fees, or have the ability to pay your fees for the course
Proof that you can pay for your general expenses including accommodation while in London for the period of time you are studying. Proof of financial resources must include bank statements from you, your parents or sponsor and in the event that your fees and expenses are being paid by a parent or sponsor, a letter from that person confirming this fact
An address where you will be staying in the UK if this is available
Test scores in English or ability to demonstrate that you have studied English to pre-university level
Original or certified copies of your academic qualifications as provided to by us or our schools

You should also demonstrate that you are familiar with the modules of the course of study and that you have a general knowledge of any of the schools we enrolled you in. Be also prepared to justify why you intend to study at the particular school and why this will be beneficial for you. We will prepare you for that before the visa interview.

Remember: It is better to apply with too much rather than too little information. Read the instructions on your visa application form very carefully before making your application.

Students coming from the European Economic Area (EEA) and Switzerland do not need to apply for entry clearance before coming to the UK to study.

Money

It is important that you bring enough money in British pounds to cover your immediate needs on your arrival in the UK (for transportation, food, phone call, internet, etc.). About £300 should be enough for the first likely expenses. You should order British currency and traveller’s cheques before arriving in the UK. Avoid carrying large sums of cash in your wallet – you are most likely to use bank debit or credit cards.

Before you leave home, you should check if you need permission to transfer money to the UK and whether your government has restrictions on the amount of money you can take out of your country. Upon arrival, our schools will assist you with opening a bank account in the UK.

Insurance

Think about getting travel insurance to cover you and your luggage before you leave your country. Insuring your valuables (like jewellery, musical instruments, cameras, etc.) while you are in the UK. Check if these personal items will be covered while you are out your country, and if not, think about insuring them in the UK.
If you are studying on course that is 6months in duration or longer, you are entitled to free health care and hospital treatment through the National Health Service (NHS). Upon arrival in the UK you should register with a local doctor – GP (General Practitioner), details of which can be found on the NHS website. LSBM will assist you in finding a doctor and issuing appropriate documentation.

Travelling to the UK

You should be fully prepared for your journey before you leave home. We will send you a Pre-Arrival Information pack with important information about your arrival in the UK, accommodation, living in the UK, etc. at least one month before your course commences.

Most probably you will be arriving in the UK via one of London’s main airports: Heathrow, Gatwick, City, Stansted, or Luton. Detailed information on how to get from any of these points of entry to the any of our school offices will be sent to you or given to you by us or one of our agents in your region, if not please contact us at student (at) global-exchange.org

Make sure that you include in your hand luggage the following items:

A valid passport with visa or UK entry clearance
An air ticket
Vaccination certificates (if required)
An X-ray report (if required)
A letter of acceptance from Global Exchange or one of our schools
Evidence that you have enough money to pay your tuition fees and accommodation charges while studying (bank statements, scholarship letter, sponsor letters, etc.)
Originals of your academic documents
Insurance document
Some British currency (to pay for transportation to your accommodation)
Any prescribed medicines you are taking and a letter from your doctor explaining what they are
An address, telephone number and travel instructions to your final destination ( your accommodation )
A reference letter from your bank in your country – this will be useful when you want to open a bank account in the UK
An umbrella or a waterproof jacket
Some warm clothing

Have you bought travel tickets and travel insurance?
Do you know how to get from the airport to your final destination (our schools or accommodation)? or Have you arrange an airport pick-up?
Do you know exactly when you are supposed to arrive at LSBM for Orientation?
Have you informed LSBM about your arrival date?
Do you have contact details to our school?
Have you ordered British currency and traveller’s cheques to cover immediate arrival expenses?
Have you checked if you need permission to transfer money to the UK?
Have you checked your baggage allowance and made sure that your luggage does not exceed it or the money to pay the excess charge?
Have you included in your hand luggage all necessary documents?
Have made a list of contents of luggage (in case of insurance claim)?
Have you packed a proof of purchase of IT equipment (for UK Customs)?
Have you put any sharp objects (scissors, razors, etc) in your suitcase and not hand luggage?

The American Institute for Maghrib Studies (AIMS) announces its annual Grants Program for the academic year beginning in May 2009. The program offers grants to US scholars interested in conducting research on North Africa in any Maghrib country, specifically Morocco, Tunisia, Algeria, Libya, or Mauritania. AIMS sponsors three Overseas Research Centers in the region and all AIMS grants are categorized by where research will be conducted. AIMS does not fund research outside the Maghrib.

TALM Research Grants: The Tangier American Legation Museum is the AIMS Overseas Research Center in Morocco and welcomes proposals for research conducted anywhere in Morocco.

CEMAT Research Grants: Centre d’Etudes Maghrébines à Tunis, the AIMS Research Center in Tunis, welcomes applications for research anywhere in Tunisia.

CEMA Research Grants: To encourage research in Algeria, the AIMS newly established Overseas Research Center in Oran, Centre d’Etudes Maghrébines en Algérie, welcomes applicants for research anywhere in Algeria.

AIMS Multi-country Research Grants are available for scholars interested in conducting research in Libya or Mauritania or conducting multi-country research in any combination of North African countries. If you plan multi-country research with countries outside the Maghrib, consider applying for a CAORC multi-country grant (www.caorc.org). If your multi-country research is ONLY in North Africa, then you should apply for an AIMS grant (not a CAORC grant). AIMS does not fund research outside North Africa, and CAORC considers the North African region under the aegis of AIMS, so is not multi-center research.

All categories of AIMS grants offer both long and short-term research awards:
Short-term Research Grants: AIMS awards short term grants for one to three-months for up to $6,000. These awards may also be used in combination with grants from other sources for projects of longer duration.

Long-term Research Grants: AIMS offers awards with a maximum of $15,000 for projects of three months or longer. In accordance with an agreement with major funding agencies, applicants may not accept multiple grants concurrently for the same project. In the event a grantee declines an AIMS award to accept another grant, AIMS will provide a small allowance for supplementary research expenses.

Graduate students currently enrolled in an M.A. or Ph.D. program, independent scholars, and faculty in all disciplines are eligible to apply. All applicants must be U.S. citizens at the time of application. Recipients of AIMS awards in either of the two previous funding cycles are ineligible to apply. Funds must be expended by May 2010. Completed grant application cover sheet (PDF)
Proposal or research design of no more than 1,500 words
Proposed itinerary with approximate dates
Budget (from all sources)
Vitae, including indication of language proficiency and institutional affiliation (View examples)
Letters of recommendation from two referees, including the candidate’s dissertation advisor, or in the case of applicants holding a Ph.D., the names of two persons who may be contacted for references

One page summary of the proposed research in either French or Arabic.

MISSIONThe mission of the Global Changemakers programme is to empower youth worldwide to work together to catalyze positive social change.

WHO ARE THE GLOBAL CHANGEMAKERS?

The Changemakers are a select group of youth – ages 16 to 25 – from diverse backgrounds who have demonstrated a significant track record of achievement in their local communities through social entrepreneurship, community activism, and volunteer work. They are part of a global network where they share knowledge, ideas and best practices, and where they work individually and together on projects that directly impact the lives of those in their local communities. Each year a select group of Changemakers is chosen to participate in high level political and economic events - to act as advocates and raise decision-makers’ awareness of key issues on the global agenda. Currently, there are over 380 Changemakers from 91 countries with another 2,000 young people involved in their activities.

From 1-21 August we are accepting applications for the Fourth Annual Global Youth Summit, which will take place in the UK from 15-21 November.

The objective of the Summit will be to initiate 60 new Global Changemakers (aged 16-19) into the community, build their knowledge of key global issues, build their skills in project management, fundraising, media, research and monitoring and evaluation, and launch community action projects.

At the end of the week, six Global Changemakers will be chosen to represent the group at the World Economic Forum Annual Meeting in Davos in January 2010.

These are sample questions for F1 Visa interview that may be asked by a visa consular during F1 visa interview.

Possible questions for F-1 Visa Interview are:

Why do you want to study abroad?
Why do you want to go to USA?
Is it necessary to study abroad?
Why have you chosen this university?
What is special about this university?
Why do you want to study this course?
What are you going to study in this course?
Isn't this course available in your own country? If yes, why do you want to study this course abroad?
Who will pay for your living and studies in USA?
Do you have enough funds to study in USA?
What is your source of income?
Is your fund enough study in USA?
What your father does?
Don't you intend to work in USA?
What will you do after completion of your studies in USA?
How can you assure me that you'll return back after your studies in USA?
What you'll do if you'll fall in love in USA?
Who lives with you in your family?
Has anybody from your family gone abroad?
Why don't you have good marks in your previous studies?

These are just possible a questions you may be asked by a Visa Officer or consular. Prepare well for these questions but don't be sure to be asked any of the question above. You may not be any of the questions above too. These are general F1 visa questions asked to most of the visa applicants.

Tips for getting an F-1 visa
First Steps for Applying for your F-1 Visa

1. To find your nearest US Embassy or Consulate go to: http://travel.state.gov/travel/tips/embassies/embassies_1214.html
For students from Morocco, you ll be given directions at our office in Casablanca by our Global Academic Advisor Madame Hind.

2. By looking at their web pages, phoning or visiting, find out EXACTLY what your embassy requires for you to get an F-1 visa (though the requirements are fairly universal, there may be slight deviations from country to country) and how to schedule an appointment.

3. Fill out the following visa forms. Many embassies have these posted on-line or you can go to http://travel.state.gov/visa/frvi/forms/forms_1342.html:

a. DS-156 Nonimmigrant Visa Application Form

b. DS-158 Contact Information and Work History for Nonimmigrant Visa Applicant

c. If a male between the ages of 16 and 45, DS-157 Supplemental Nonimmigrant Visa Application

4. Schedule an appointment with your local embassy. Many embassies will allow you to schedule and interview time on-line so be sure to check for that option.

5. Pay fees associated with your F-1 visa

Preparation is Everything

• An Interview required: Short 2 minutes - be ready to answer questions such as; How long do you plan to stay? Why do you want to study in the U.S. instead of your own country?

• Be ready to explain ties to home country and your plans to use your U.S. education in home country.

• Visa applications must be filled out completely and correctly. If a question does not apply to your situation, write in N/A (not applicable). This tells the officer that you have read the question, but that it does not apply your situation.

• Translations are needed with any documents not in English

I: Bring to your Visa Interview:

• SEVIS I-20 Signed by the school & the student

• SEVIS Fee Receipt

• Passport valid for at least 6 months

• One 2x2 photo per person applying

• Completed visa applications (DS-156, DS-158, and, if applicable, DS-157)

If dependents will accompany you bring

• Birth & marriage certificates

• Application materials & fees for dependents

• Financial documents as proof of family/student funds
- Affidavits of Support
- U.S. Sources – Form I-134
- Foreign Sources – Notarized Affidavits of Support

II: Evidence of ties to home country

• Financial ties

- Current bank account statement (showing the balance & when established)

- Other Investments

- Family owned business

- Proof of University study

- Ownership of a residence in home country (a deed or lease)

• Employment or employment opportunities

- Employment confirmation letter

- Offers of employment upon return letter

- Statistics on projected position availability in field of study

• Family ties

- Immediate family in home country

- Leaving spouse and/or children
- Fiancé in home country

At the Interview

Remove documents from envelopes and place them in a flat folder, grouped according to their purpose so that you can access them quickly during your interview. Dress well, speak clearly, look the interviewer in the eye and answer all questions specifically. Be prepared to present your own case and information since it is possible your family or friends may not be permitted to accompany you for the interview. Items to bring with you (again, confirm personally with the embassy in your country what exactly is required to bring to the interview. It may vary.):

Be prepared to speak English - Though your interview will most likely take place in your home country, do not expect the interview to be conducted in your native language. Be prepared to speak English. Interviews can make you nervous, especially if they are not in your native language, so be sure to practice ahead of time with a native speaker or friend who is proficient in English. Remember that the interview is very short and it is important that you be able to say what you need to without forgetting or stumbling on words.

Be Concise - As mentioned above, you only have a limited amount of time to make your case. Remember that the embassy or consulate gets a huge amount of applications and are under heavy time pressure. You may only have 2 to 5 minutes with the officer. This is a situation where first impressions are crucial. Keep your answers short and to the point, and do not waste time on insignificant details or stories. Have all documents easily accessible. You will want to make a favorable impression in the first minute or two of the interview, since the Consul official is under time pressure to conduct a short and efficient interview. Show a positive attitude and do not argue with the Consul official.

If Your Visa is Denied

• Be polite - you may be very upset and frustrated, but argument will work against you. Remember, you will have to deal with this person again, so do your best not to give him or her a bad impression.

• Ask the consular officer to give you a written explanation of your denial. He or she is required to do so upon request.

You are legally allowed to reapply within a twelve-month period of your first denial. When reapplying, make sure to carefully put together your case, add new evidence and make sure that you are able to discount the reasons of your first denial.
Finally:
Don't forget to bring the following documents to the visa interview:

· Your valid passport (valid for at least 6 months from the date of interview)

· Form I-20

· SEVIS fee paid receipt

· Visa application fee receipt

· Interview appointment letter

· Application forms (DS-156,DS-157,DS-158)

· Financial supporting documents

· Qualifications - Degree/Diploma certificates

· Transcripts

· Proof of English proficiency (TOEFL)

· Standardized test scores if applicable (SAT, ATC, GRE, GMAT).

· Photograph with specifications as above.

WASHINGTON – U.S. Immigration & Customs Enforcement (ICE) publie une nouvelle règle définissant le régime des étudiants étrangers, notamment en ce qui concerne le Student and Exchange Visitor Program (SEVP).

LE PROGRAMME étudiant ET échange MODIFIE SES FRAIS STRUCTURELS
Le montant des frais passe de $130 à $200, soit une augmentation de 53%. Cette augmentation est l'une des conséquences du nouveau service de sécurité
Cette règle fusionne les frais de certification SEVP avec ceux demandés aux étrangers dans le cadre du SEVIS I-901, que ce soit pour les citoyens étrangers que pour les étudiants étrangers.
Le changement de règle tarifaire entrant dans le cadre SEVP affecte autant les étudiants que les établissements d'enseignement :
• $1,700 pour une certification d'établissement scolaire
• $655 lors de chaque visite de site pour certification ;
• $200 pour chaque Visa étudiant de type F ou M
• $180 pour certain Visa d'échange de Visiteurs de type J
Les écoles participant au programme SEVP ne seront pas sollicitées pour payer des frais supplémentaires alors qu'elles seraient déjà certifiées.
Le budget correspondant à l'augmentation de ces frais est destiné à couvrir la création d'une Base de Données permettant le suivi des étudiants pour mieux gérer leur parcours et réduire de manière significative, le taux d'erreurs.

Immigration reform updates

Immigration Reform Update

There has been extensive national and local reporting about the immigration reform debate in Congress. The debate over immigration reform continues between those who believe immigration must be dealt with in a comprehensive package and those who would move an “enforcement-only” agenda. Pressure continues to mount as both the House and Senate remain on target to adjourn on Friday, September 29, to allow members of Congress to focus on the upcoming mid-term elections. The House has recently passed bills that focus only on immigration enforcement. Attention has now turned to the Senate debate on whether these bills are viable, and, if so, whether they should be attached to a must-pass appropriations bill or if they should be voted on separately. Senate Republicans are struggling within their own ranks because leading members of the party disagree on whether a comprehensive approach or piece-meal approach to immigration reform is the best strategy. Congress is expected to return to Washington for a brief session after the November election in what is called a “lame duck” session. Votes this week will help to determine what actions must be taken during this upcoming session. It remains to be seen whether there will be an opportunity for additional discussion of immigration reform during the brief lame duck session. NAFSA will continue to keep you up to date as additional information becomes available.
